The main issue is the essentially anonymous, throw-away accounts. By allowing those free accounts, the door is open to every creep who knows how to get a new address on Yahoo. I have virtually no recourse against someone who would collect addresses for Spam or whatever if they can just get another free e-mail account and start over again and again.
The only way to prevent misuse by the few who would do that is to not give out e-mail addresses to free accounts at all. It is the same with the ads. People ask why there has to be a charge, it's because the only truly sensible way to try to ensure an ad has value is to put a price on it. Otherwise it is a constant struggle with the relatively few people who abuse it that just isn't worth it.
