Bit Error Rate

Has anyone ever heard of noise in the return spectrum causing a downstream BER to be bad? For example, I have been having problems with packet loss at the node, granted it could be because of noise. If the return filters are pulled my noise drops to -46 db. The only thing active on return is the node itself. The other node that combines with the node I am working on back at the hub is clean, no noise. I still experience a downstream BER of 10-4 off the receiver of the node I am working on and packet loss. The fiber is clean. The CNR is good. The MER is good, but not what you would expect at a node, 31 or 32. This problem has been happening at several different nodes.

Just let me know if anyone has ever heard of anything like that. Return noise causing a downstream BER, that is my main question. Any type of learning material would be greatly appreciated.
