I know I'm sticking my nose into an area that maybe it shouldn't be but over the years the companies for which I have worked for has had all different types of relationships that could be construed as six degrees of separation thus resulting in a legitimate job. It may appear to be totally nonsense on the surface but there are many, many back office deals which both system/corporate operator, programmer, broadcaster, and politicians get involved with that aren't communicated to the lower layers on the chain.
The bottom line here is though your observation looks somewhat shady on the surface; there may be a reasonable explanation somwehere....
Just my opinion, I could be wrong. DM
