Elevated noise floor problem

Having problems with an elevated noise floor during ingress tests for certification. Using SG200 nodes. The noise floor is elevated about 6 db with a reverse tilt. Have changed all node components, switched fibers, checked return balance, changed receiver at hub and pulled forward and return rf. The only thing that drops the noise floor is to pull light. No ingress on node. Help!
