Usually the power company want you to install a meter at each power supply. In some part of the country the hydro will let you install a power supply without a meter, but it will cost the draw of the power supply. If you install a 14 amp. power supply and only draw 10, you'll endup paying for the full 14 amp. As far as software doing want you want, I do know of any software calculating  the power draw of power supply.
