Just experienced the same problem (based on explanation you gave) on my personal modem whenever I was home. Turns out, in this case any 29/2 regal taps were not consistently passing correctly. Changed to 26/2 and all has been well.........(and yes, a different 29/2 tap was tested) Hope this may help.
