Other than legal issues (which are pretty well covered at this point), where would one go to learn about required equipment (amps, etc.), type of cable to pull, cross-connection equipment, pedestals etc? I know this covers a lot, and I have been in the electronics business for over 15 years, but transmission of signals over a mile and a half are on the fringes of my knowledge. Thoughts anyone, websites, required reading....etc?

Research equiptment suppliers on the web, contact them. If you covince them you are serious, they will provide you with engineering information and assistance. Or hire an engineering firm to consult for you. I have just started on my own and have over 20 years in the industry, email me.
