In my opinion it is better to stuff the return with high value pads while splicing. Rough activating with lower value pads or the calculated tombstone pad value can cause issues with the return sweep because of plant that hasn't been properly balanced or mitigated for noise and ingress.
This is better than the possibility of "artificially" raising the noise floor, while guesing the gain set up in plant that has yet to be trouble shot and repaired properly.
My opinion on the subject as I have worked under both circumstances and it's what I'd prefer, although I'm sure opinions vary on the subject.
