another thing that the MSO's are doing is taking those federal funds and building their own in-house construction crews, both aerial and u/g. that way they can underperform and say that the funds weren't enough. just look at some of the large mso's job postings. it is also maddening how they are able to take these funds(taxpayer dollars) and not pay prevailing wages. they use all kinds of ways to get away from that. all so they can rebuild existing plant with fiber and still not get high speed internet to the rural markets and beyond. it is amazing that nobody remembers history. when the telephone/telegraph companies were formed. there was a built in subsidy that was paid to them to make sure that every household in america had a dial tone. this is why they were considered a utility. now the govt speaks out of both sides of their mouth and do not hold the telcom companies to the same standard.
