Go figure. I have been called in many times as a resident engineer, and find out real quick like, that the original "mapper/s" were sub standard conmen doing "motel mapping" and NOBODY did QC on the front end, straight to permitting and construction. It boils down to cost, and these MSO's etc always fall for the low low price thinking with a bonus mentality. In reality it bites them in the ass especially when they thought something could be simply plowed and then priced accordingly, only to find out it was wetlands, finished driveways, National Parks, etc etc etc.......Oh well.....The man from Fram comes to mind........
