You said last invoice:  How was the work on previous invoices, did the dude just start screwing up or was his work always a QC issue.  If you QC his work and had it fixed, then had to go back again......then your original QC people didn't know what they were looking at.  QC demands timely final inspection.  If you allowed crews to build in violation of NES Codes, then it's your problem and cost to make re-arrangement, after power folks re located the frame.  Also retention being held should have a cap, if the dude doing the work is not to specification, then move him/her out.  Retention is basically used for time to review the work in the beginning of the job.  If a dude worked a long term project, you should not hold retention forever, as his work must have been acceptable.  End result I think that  (dondon0721)  has a reasonable complaint if make ready was not done prior to construction.   MicroMan
