Get with the customer that put out the SOW for the project you are bidding and get the specs for the removal. Every rural project I have ever bid and any direct bury in the city as well, the spec was to dig down, cut off the tails below grade(18" min), remove any rocks or debris and cover the hole up. There is no cost effective way to remove the direct bury and would be a non used line item if you bid it to come out ahead!
