If I’m reading you correctly, you would like to know fiber well enough to trouble shoot it. If that is the case, seems like you should already have the logical approach to troubleshooting systems. Now just apply that logic to fiber. I would read everything you can about fiber. There are classes you could take, certifications you could get but at this point experience is your best route. You should consider working or at least shadowing Someone. Certifications are ok but in 40 years of communications work, I’ve never had any certifications other than a EE. Did I keep up with technology and take continuing education classes? Sure you have too. But I can’t remember any time someone asked if I was certified. They just asked if I could fix it?
