When you have Big Buck Owners, your going to have job related problems.  Back in 1980 when fiber first started, I was doing one of the first MICI long hauls across the nation, my area Pittsburgh Pa to Baltimore Md...I had the aerial portions, working "with" the UG contractors. They had inspectors who never once touched fiber, or knew anything about Fiber..yet they had a book of what your finished product was suppose to look like.  Didn't care how it looked, how you handled it during construction phase, but it sure as hell better look like the book spec when you were done...again, as you say:  A Big Dam Cluster F.... !
