You are correct about a union not being the answer, it would protect too many of the hacks that have lead the contract companies to act the way they do.
As far as a site to warn about dishonest companies. There would be slander issues, how would you vet a comment. We have seen it here where a hack gets mad because a company won't pay last invoices or with holds retainage and ends up paying out more to fix work than it made on a given job. Unfotunately good techs get painted with the same brush as the bad ones.
In 32 yrs in the industry I have seen some shady operators and some guys that I would go across the country for on their word. I never done an install and the const end of the industry has linemen that would beat you to death for screwing them over, so my thoughts on the subject may be a little biased.
