A power inserter should always be places in the middle of a run of amplifier.

Remove this amp. and try to get the highest signal possible of all your headend gear.

Make sure you do not have an EQ at the input of your amp. Signal should be flat coming out of your headend.

Remove and PAD also This amplifier can easily have an input of 15 dBmV and higher
