Head End Input location

In the head end the output signal is currently inserted in the power inserter. There is a subscriber amp after the modulators and before the power inserter. Signal levels are down 10db after it goes through the power inserter and why I am guesing they put the amp to get the levels up for the headend amp.

Would it be better to move the signal input to the input of the amp and eliminate the subscriber amp in the head end? It seems wrong to put a "crappy" little amp right before the Gainmaker.
