I can not speak for Northeastern as a company but I did have dealings with Josh Washburn durning my tenure at Triwire in Memphis. He makes promises that at this time seemed he had no plans on keeping. I can quote him on saying that a good cable guy doesn't need to use a meter to do his job. As we all know you can do an install without a meter, but only if you have no issues with signal and in memphis, tn where tx can be missing completely that can hurt you.
I can only speak on my experiane with him during that time. He seems to have issues with being honest about whats going on. You make find working with him different but that was my experiance.
