I would say it is the one that took it down," not the supervisor" there is guide lines to follow!
If the person taking it down would take the 10 minutes to walk the 6 spans and look for tails before removing the cable, It would not be an issue at that point. If there is no tail the only way the cable would get removed is me handing the supervisor the cutters and me telling him to cut the cable and I will gladly take it down for you.
It did not happen to me but in the past i have heard of 900 pair coper cables taken down that were still working
so i adopted the way no tails no touch
