Companies have been doing it for years. The company I worked for in Japan gave comp time for being on call. The company I work for now does the same thing.
I get 9 hours of comp for the week just for being on call. For me it works out to 19 days a year.
If I get called out I get 4 hours comp for anything up to 4 hours, if it takes me 15 minutes I get 4 hours, if it takes 3 hours I get 4.
If I'm out 6 hours I get 10 hours, the 4 hours call out plus the 6 hours worked. Then any thing over 8 hours is 12 hours comp and double time pay for anything over 8. So far I've never been called out for anything over 5 hours.
The comp is good for me I use that instead of vacation time, because we can only carry over 4 weeks of vacation and 3 weeks of comp. Anything over that amount gets converted to sick time, then any unused sick time gets counted towards retirement.
Last year I went to Japan for 3 weeks and used nothing but comp time. I like having the time off when I need it. But that's just me, you might feel differently.
