Key word used, "employers". If one is an employee, one can be tested at the employers discretion. Contractors on the other hand, are NOT 'employed' and therefore are exempt from such. Unfortunately, as with any industry these days, the employee mindset has seeped into everyone, including contractors believing they are entitled to the same rights and process that 'employees' are, but those same contractors will piss and moan and groan when told they are required to do something.
