Doing Independent Cable Work - Limitations

I've never done any strictly cable work, it's been all satellite for the last ten years - Dish Network, DirecTV, Hughes, Exede, FTA; residential, commercial, and industrial.  I was thinking of adding in cable service work for customers who would be willing to pay me directly.  (Many cable customers around here HATE calling the Cable Co., and must wait 2+ weeks at times for service.)

Assuming I have the right meters, my question is:  What could an in-house cable tech do that an independant contract could NOT do?  I was told even in house techs have no control how much dB is coming in off the pole.  Is that true?  I suppose a subcontractor wouldn't be able to activate new service or upgrade existing service, unless the equipment is shipped directly to the customer already, etc.  Anything else you can think of that an independant tech would be prevented from doing?
