Back in late 90's built the entire Columbus OHIO Cable System for the telephone company ATT who later sold it to WOW. We contacted below telephone, if we needed 18 ft road clearance..we went above phone and placed a x arm. then back down under on the next pole. Easy work but they had a ATT inspector under each of our poles with a spec book in his hand and you guess it...they did not know shit about Cable TV. A tall lineman was gaffed in about 8-12ft off the ground.. Good money but lots of easement work.
