Hopefully they are talking ADSS rather than OPGW. OPGW, you don't want any part of installing that. Splicing is a big enough pain. Hanging ADSS is a lot like hanging strand, only you don't get to cut and splice when you come across a pain in the butt 100 year old oak that is in the way. It does take some different tensioning methods, but in all, the installation portion is about the same. You do not necessarily need a span of strand for slack, they have a kit to hang slack directly on ADSS using a double DE. You just tie wrap it out and loop back on snow shoes.
