Class A or B certificate, some states require it...some don't, as your be framing the pole 12" below Netrl. Does Mo mount their transformer above secondary or below?? I can give you a contact in Mo. that should be able to answer that question for you. Power Fiber??? it's actually "ADSS" All dielectric self support Fiber. Just remember it takes special hardware and you DE right on the fiber. Your need to install down guy, bond, OHG/PG, some ancors and a span of strand for the storage loops/enclosures- unless you riser down to a ped box.
