To answer your question simply. Yes you start your balance off the input. As complicated as anyone wants to make it , it still boils down to " garbage in, garbage out". Sorry if that sound "old school" but for 30+ years it's been true. If your inputs aren't correct, you can make the outputs work but you don't get the optimum from the device you are working with. So balance the input to the recommended level to hit the first chip and adjust each leg seperately. That's why there are output pads on each leg. Just my thoughts. Good luck
