That does not "sound" right. If the modem was getting knocked offline I'd say that made sense as the frequency is somehow interfering with the HSI carriers [down or up] but if the modem is ONLINE and locked in and it is not rebooting or logging excessive T3/T4 timeouts [showing bad SNR/MER at the cmts or modem itself], then something else should be the cause of it not browsing like your resetting the modem while putting the filter on at the tap and they have those damn linksys/cisco routers that refuse to reconnect until they are power cycled or something. A few other routers do that, buty they are the most widely known for that little issue. 

Almost sounds like someone is hand putting the moca filters and fittings on at the tap on and not wrenching them and so your getting ingress/SNR issues oin teh upstream more than anything else, but not being there its just a guess.

Anyway the better way to use those moca filters unless some arm chair idiot policy says you have to put them on at the tap, is to put in a 2 way splitter, one leg feeds the MODEM, the other leg gets a moca filter and that feeds the tv splitter config. then the moca is blocked from teh modem, and it does not require two filters so the company saves money since internet is pretty popular over cable these days, that woudl be a lot of double cost.
