i have seen this b 4 all you have to do is trace the line to the device that is giving you trouble and put a mta filter in backwards on the line near the bad device. it lowers sig on that line of coarse but it fixes the problems.

i hope this helps but it can be due to a bad ground on the device (tv). tell the customer that they may want to have a electric check there grounding system
