Make along story short-- they are reliable techs (experienced plant techs). I do believe they are checking the voltage correctly and determining that it does in fact reside on the center conductor.

I think the power blocks were just intended for drop networks where power passing taps are used. The just ground out the voltage on the center conductor without drawing too much amperage or shorting out RF. To block the voltage on the shielding, a ground loop isolator would need to be used.
