Agreed. Voltage can be a dangerous game. I think what you've experienced is mostly voltage on the ground path (braid) of the cable. this can be caused by a hot chassis, reverse polarity, or floating neutral. In any of those cases, the house power tries to use our coax (the braid) as ground. Our braid can't withstand the amperage and will burn up. If this is the only suitable ground for he house and it burns up...well...now the house has no ground and worse things can ensue.
I'm trying to figure out if any other techs have seen low center conductor voltage with no amperage cause HSD or DTV issues.
