The fiber will not be an issue other than the footage tick marks , but the hard line will be a problem, if it is .625 or above , It will ripple the sheathing because of memory and age and will be nothing but wee wah's and corkscrews, his best bet is to just put it on top of some old reels and wrap it with visqueen, to keep it dry and use it fast.
If it has set in the open weather long enough to cause the spools to rot, chances are that it is also flooded with moisture.
