Its not a joke, if you are a producing contractor, with high completions, low escalations, you will never hear from anyone. I was actually agreeing with most of what you were saying, and just giving you an example of how I worked around it 5 years ago, and the standards where the same then, as they are now. I rarely completed an upgrade, for the very reasons you stated in the OP.
And I'll disagree with your 'retailers only get one job a day' example. I am doing about 70-80 jobs a week, all retailer work, we don't touch O/O, HSP, or upgrades.
