I am the PM on a RUS FTTH build, if you have the documentation that the work was done to the RUS or local standard whichever is more stringent. You should get paid, There is a Document that Finley has to sign stating that all Contractors and their Subs have been paid and a 521 doc that is the engineers closeout document that basically states all work is correct. I cant recall what it is called I think its in the 515c for the prime or the 217 for the engineer. But it is pretty Iron clad and I know Finley will not risk getting barred for falsifying the document.
As far as a cadweld for grounds, not on any of the 4 RUS FTTH builds I have done, or on any of the Rural Tecom construction I have been doing for 15 years. And I will sell you a brand new Cadweld machine for 300.00 since I get them from Western for 250.00.
