You can do it with a RGB Network Product called a Simulcast Edge Processor (SEP). It will take a GigE input and you basically just configure the Source IP/ Multicast IP/ Program # and assign it to a analog channel #. Each port on the SEP will support 4 RF channels and a single SEP can be populated with 12 ports for a total of 48 channels. Very simple to set up and and you can also set up redundancy, which I recommend for system pilot channels.
