You have hit the issue. 1Farmer presents one side.......can folks not mature, improve and change? The other side = who will be able to sustain the financial hit if these guys screw up?
Then, there is the false sense that background checks will predict anything. In some cases low skill criminals bump around until caught while skilled varnmits go for decades without detection or......... background dings......until they really cut loose.
Difficult situation......wish we could do it better.
