The best way is to have a power meter and read the light input at the NODE. It should around 0 dBm. Usually there is a light at the NODE that is adjusted to give you reading between -2 to +2 dBm at the input of the NODE. Also there is a test point where you can read a voltage to will also give you the light input on the NODE.
I will tell you a story on such a problem, I had 4 differents technicians looking at a similar problem and none of the technician were able to find what was the problem. It ended up been a SC-APC connector at the end of the fiber and SC-UPC connector on the NODE.
