I am sure you are looking for LINE gear to do this, but you can purchase inline equilizers that you stick on at the drop when needed. we carry 6, 9, and 12's in my office for this reason - 4 value eol tap gets HSI only you're going to be screwed on the retturn sitting at 24-26, but shove a eq 12 on and the modem is running at 36-38 [our min is 35]. If he decided to get tv and internet you can get away with a 9 then a 2 way splitter, etc...
Where you place them has an effect on what you offer, but most techs stick them on the back of the modem cus they are lazy so it has its flaws as far as noise control goes, but I put they at the ground block or splitter input becasue here it will pad out the return noise in the house when they move thier tv later and limp wrist the cable back on it, etc. You can place them at the tap, but I have a hard time placing things not really well designed for outside moisture up there in the seattle [rains 9 effing months of the year] area, so I put them in the OPB where they stay dryer. We recenely got some new ones that are not two piece design and work at the taps pretty good, not sure how long they will keep them though.
