With in-house you get security, benefits, a vehicle with fuel and tools all paid for. As a contractor those expenses are carried by the contractor, thats why they get more money. After all the expenses it usually cheaper for a company to have a contractor, but they have a harder time guarantying work quality and availability of personnel. Some executives think the extra hassle of having an install contractor isn't worth it with the QC people and coordinators they have to hire, they go back and forth.
