not in Ohio, they're real strict. " in Kentucky its $25 fine for 1/4 lbs. or less no matter how its pakaged as long as you only admit to personal use. if you're dumb enough to say you're selling it ,it's still illegal. and some are stupid" Boone County Kentucky Sherrif's Dept.
