Does the car dealership have a drop? Sounds like it could be the paging/pa system the dealer ship has. If they have an older TV or something hooked up to a dropit could be getting in that way.
We had a hospital that was doing much the same thing. Everytime they used their PA system it killed channel 21. Their inturnal wireing was crap so we had to HPF their feed line.
