If you or your DBA or parent company contracted with somebody to perform a task and that task is complete, pay them as their contract is with you. What you are doing is getting others to bankroll and staff your operation under the guise of hiring a contractor. Simply put this is what we have called "pimpin" in this industry. You keep saying that you need the paperwork from the sub that you subbed to and then subbed out that work before you can pay the man, but also say that the sub that you subbed to and then subbed out that work for has run off with the paperwork and checks so that the paperwork you need is off in the imaginary wind and these poor people that you hired are now SOL. One day you'll pull this on the wrong person/persons, and in this economy there are more of those "wrong persons" being turned out everyday.
Shame on you for taking food off of the childrens plates of the workers you BS'd
