Additional finger pointing should be at the Prime ,not just the one on top of this food chain,and I think most of us know who that is, but catv primes in general that allow sub crews to go 3 or 4 deep before getting to the people in the field that are busting their asses while multiple companies get a cut for changing the name on top of an invoice.
