If I had issued prints and they did that to me this is what I would have done
1 Take pictures with landmarks of the location and the non setup work zone.
2 I would contact DOT stating someone is working a Right a Way without proper permits.
3 I would send pictures to OSHA, and the pipeline reps and inform them about the work.
4 I would hand a bill for cost plus for all of your time to the prime that issued the work.
The PM cut corners, let you do the legwork and meet with the reps and gave the permits to a low baller and screwed you.
Then I would pack my gear and find another project because if he screws you once and you stay he will screw you again.
