I saw that kind of thing in alother industry,
The feds will pay anything submitted........there is probably a fixed cost bid so they don't care as long as all levels of trade practisioners are represented. You can't have everybody on the job paid as a labor with the owner being the only master lineman.
Your check will just be lower.
