What you cited seems to be the way the world of CATV works. I have limited experience with cable work. What I did notice was that within the three different systems I worked it was like landing on a differnt planet each time. Some of the confusion was caused when one system was bought by another and those rules changed. Some portions of one system were in a county with a competitor system so that was strange. MDU practices were different from management company to management company. The net result was that many entities were making up rules. One could see how things had evolved, especially on the rural routes.............Trunks in trees...no......just drops......then rerun (almost) every line from a pole and cut  feeds off most of the trees. Ground rods were ok except where you could ground to an AC unit...or only bond to the main rod.

You would think this stuff would be controled by some kind of a best practices guide..but not what I saw....years ago and on only a few systems.
