My point exactly Joe. Not all techs have buckets. It' just common sense not to put an active on a slack span and not a rule. Same with installations. There should not be any mid-span drops on a slack span but sometimes it can't be avoided. It's up to the system management. An un-guyed eol slack span is the most dangerous span out there. So my rule of thumb (whatever that means) is never put anything other than a tap on a slack span and no mid-span drops if it can be avoided. Again, just to be more clear and answer the question, there is no set rule in any construction manual or GO95, it's up to management or owner of the system to set that rule. Not the contractor.
PS. It's like input loops on splitters. Some systems require them and some don't.
