Here in Las Vegas that is an everyday common scene on the Strip.
I have seen the street actors wasted, like Hello Kitty character passed out in costume with a tallboy between her legs, Cat Women rolled up in a ball with a Steel Reserve
The people will just step over them, "the Brownies" LVMPD will try to wake them if no response, they will drag them out of the walking path and go on about their way.
The crossover bridges here are always lined with passed out drunks, Hell they will even draw a box off and claim it as their home and fight someone else that camps in it.
