There is a difference between bad news and being unfair. Then there is stupid public policy.
Companies looking for contractors can specify anything they want. Most specalists who work in hospitals are some sort of contractor. They have no chance of employment with even one drug conviction or even worse any kind of child related abuse. So your observation is bad news but...in my opinion...not unfair.
Then there is the stupid public policy aspect. Minor offenses of traffic and criminal laws should be dealt with and then dropped from records after a certain amount of time. Folks should be given a do-over if they have proven they have changed their conduct. The worse case is that of those in jails. Most will be coming out some day...then what?
Don't have a real answer for ya except keep looking around. What you report is not too wide spread, yet.
