It's not so easy as filing charges. You have to take your case to the DA, who, in turn, has to find that there is enough evidence to want to pursue criminal charges. I have had some tell me its a civil case. In Minnesota, several of us went after a lady who stole from several techs. When it was all said and done, she was charged with child endangerment and made to pay restitution to all the techs. I found out then that the courts are not on our side.
