disaster certified?

Hi I'm just looking to see if anyone on here knows anything about or heard of being "disaster certified"? I was working for ACI and one of the contractors that worked through our office was telling me that whenever an area was declared a disaster zone after hurricanes, ice, tornadoes or any other for of natural disaster he was on the list of techs in the U.S that got first call to do cable work. I've searched and found nothing online. He said it was not through any certain supplier. Any information would be helpful. thanks.
